implements Codec<Semver>

Codec for Semver: any unparseable input throws via Semver.fromString(String) and propagates as a normal codec error.

The schema advertises a titled string but does not pin a regex pattern: our parser is intentionally more permissive than canonical semver (accepts a leading v/=, accepts shorthand like 1 or 1.2, and historically tolerates leading zeros), so any tractable regex would diverge from the parser at the edges. Precise diagnostics come from the parser at decode time.
