      Minimal plugin set loaded when the server is started with Options.BOOTSTRAP. Just enough to log, authenticate, run commands, localize console output, and perform the first-run download. I18nModule's AssetModule dependency is declared as optional so it can run here without asset packs — in bootstrap it loads the fallback catalog bundled in the JAR under bundledDefaults/*.lang. TelemetryModule is excluded because it depends on Universe (which would drag the world stack in); LiveConfigModule is excluded because nothing in the bootstrap subset consults feature flags.
