public interface BanStorageProvider

The ban list named in the server configuration, which the server reads when it starts.

A plugin that keeps the bans somewhere else registers its type with CODEC, so that a server can name it in its configuration. To install one without a configuration key, call AccessControlModule.setBanProvider(BanProvider) instead, which wins over what the configuration names.
